Insights: Community Approach to Outreach and Enrollment

Why We Supported This Work

We launched a Community Outreach and Enrollment funding opportunity in 2014 as a three-year effort. This funding opportunity was designed to support a community approach to outreach and enrollment by helping communities advance their local partnerships and networks to support outreach and enrollment. The goal of the funding opportunity was to strengthen community capacity to plan and implement future outreach and enrollment efforts in order to maximize the number of Coloradans who are enrolled in health coverage across the state.

What Activities Were Implemented

We awarded grants to 10 community collaborations working to implement coordinated outreach and enrollment efforts. We partnered with Colorado Covering Kids and Families (CKF) to create and manage a learning collaborative and with Harder+Company Community Research to create and implement a ‘rapid-cycle evaluation’ program.  

As part of the Learning Collaborative, CKF designed and led an Advisory Committee that included the 10 grantees as well as other key players in the outreach and enrollment community to create a statewide vision of outreach and enrollment.  

We funded Connect for Health Colorado’s (Colorado’s state-based insurance exchange) statewide assistance network, as well as Enroll America’s GetCovered Database, GetCovered Connector, Health Insurance Literacy Hub (CoveredHQ) and on-the-ground technical assistance. Through this funding opportunity, we brought these two organizations together to share and improve the overall system for outreach and enrollment in Colorado.

We also organized the Building Better Health Conference, the only in-person training and networking opportunity for Colorado’s assisters, brokers, community based organizations, and advocates to work and learn best practices to bring health in reach for all Coloradans. 

Grantees

In 2014, The Colorado Health Foundation funded ten grantees across the state of Colorado to work with community partners and maximize the number of eligible individuals who enroll in health coverage across the state, including:
