Comments on “Housing and Community Development Act of 1980: Verification of Eligible Status”

The Colorado Health Foundation submitted comments opposing the U.S. Department of Housing and Urban Development (HUD) proposed rule on “Verification of Eligible Status,” urging its withdrawal. The Foundation argues the rule would worsen Colorado’s already severe housing crisis by putting nearly 80,000 residents at risk of losing housing assistance. It would impose new documentation requirements that disproportionately burden low-income households, older adults, people with disabilities, and mixed-status families, potentially forcing families to choose between separation and eviction. The Foundation emphasizes that increased housing instability would harm overall well-being and strain already stretched households.

The letter also highlights broader impacts on Colorado’s economy and communities, noting that immigrant families are vital contributors to the state’s workforce and economic stability. The proposed rule could increase fear, reduce participation in essential programs, and create ripple effects across health systems, schools, and local economies. Overall, the Foundation concludes the rule would undermine fair housing goals, increase instability, and harm communities, and calls on HUD to instead pursue policies that expand access to safe, affordable housing for all.
