Government institutions and policymaking processes that are genuinely responsive and accountable to Coloradans are not just a cornerstone of a healthy democracy – they are essential pathways to a future marked by greater health and well-being for everyone in Colorado. Yet in recent years, public trust in government has declined.
What could it look like for our state government to transform the way it operates? What’s standing in the way of policymaking procedures and decisions becoming a key place to renew public trust?
In 2021, The Colorado Health Foundation’s (CHF) policy team set out to better understand how Colorado’s state government institutions could operate more inclusively by listening to over 150 individuals across advocacy groups, the legislature, and the executive branch. Many described the policymaking process as confusing, intimidating, and an “insiders’ game.” These insights sparked a broader exploration of the underlying procedures and power structures that shape who is included in public decision-making and how.
Through these conversations, CHF identified common barriers and potential entry points for shifting toward more collaborative, community-informed governance. By engaging directly with those navigating the policymaking process – both inside and outside of the institutions of government – CHF spotlighted where and how procedural norms limit participation and equity and weaken public trust in government. The resulting themes, shared without interpretation in a series of reports, represent a collective call for more transparent, collaborative, and just governance practices.
CHF is committed to continuing this work alongside communities and institutions to reimagine how Colorado’s state government can better reflect and serve all its people.
