What are regulatory comment letters?
Regulatory comment letters are formal responses that The Colorado Health Foundation submits to government agencies during public rulemaking processes. When federal or state agencies propose new rules or changes to existing regulations, the public is invited to share input during a defined comment period. Submitting these comments is a legally permitted advocacy activity for private foundations and an important way CHF brings community voice, evidence, and on‑the‑ground experience into policy decisions that affect health and equity.

Why and when does CHF submit them?
CHF submits regulatory comment letters when a proposed rule aligns with our mission, affects our focus areas, and presents an opportunity to improve outcomes for Coloradans. These letters help policymakers understand the real‑world impacts of their decisions on communities—especially those facing the greatest barriers to health—and can influence how final rules are shaped or implemented.

2020 Comment Letters

Feb. 7, 2020 – The Colorado Health Foundation supports the Colorado State Board of Human Services' rules that will remove an unnecessary barrier for Coloradans who need food assistance
