In 2018, The Colorado Health Foundation commissioned a study from Burlington Associates to examine the potential for the wider distribution and development of community land trusts (CLTs) in Colorado. Our intent with this report was to both inform ourselves and inform the field about opportunities to support access to affordable, safe, high-quality housing in order to reduce the number of low-income Coloradans who spend more than 30 percent of their income on housing. The main deliverable of the study is a written report evaluating the suitability and feasibility of establishing CLT programs in a diverse set of representative regions selected by the Foundation.
